Most baseboards are painted with semi-gloss paint, so if you want that style to match I recommend using semi-gloss.
Before painting, make sure you protect your floor by laying down drop cloths or old newspapers underneath your work area. If you do happen to splatter some paint, use that wet rag and wipe it up - wet paint should come off most surfaces with ease.
Start by applying primer if necessary – especially if you're going from dark-colored walls to light-colored ones – as this will help ensure better coverage for your top coat of paint. Once primed (if needed), begin painting each board individually using smooth strokes with a high-quality brush or roller.
Take your time and apply multiple thin coats rather than one thick coat to avoid drips and achieve an even finish. Pay attention to the direction of your brush strokes, as they can affect the final appearance. Try to have long, and vertical roller strokes finishing your stroke on a downstroke.
